Having the Harmony Wheel respect quantization is very desirable.

IOW, for example, a signaled harmony change would take place at the next bar line (or multi-bar line, if that is how quantization is set up).

It is almost always un-musical to have the harmony change at an arbitrary spot in the middle of things, and it is a major burden on live performance to have to touch the UI exactly at the right time to prevent this!
